The Department of Public Instruction, the Division for Finance and Management, is currently seeking an Accountant - Journey for the School Management Services Team. This position is located at 125 South Webster Street, Madison.

Staring salary will be between $45,990 and $75,884 per year ($22.026 - $36.343 per hour.) These positions are in pay schedule 07, range 03. A six month probationary period may be required.

Job Duties

This position works with the Federal Aids & Audit Grant Supervisor in the financial administration of the Wisconsin Food & Nutrition Services (FNS) program which consists of a complex internal accounting system tracking the flow of more than $100 million of federal appropriations annually in conformity with generally accepted accounting principles. Serves as a liaison with data processing analysts to recommend improvements and needed adjustments in the automated system. Participates in the design and implementation of reimbursement claims necessary to disburse FNS program funds and collect required participation statistical information. Audits and approves claims from recipient agencies requesting funds. Facilitates the gathering and reporting of participation and financial data that is submitted to the United States Department of Agriculture (USDA) for the more than 2,000 recipient agencies (public schools, private schools, tribal schools, county agencies, municipalities, colleges and universities, child care centers and day care homes, adult day care centers, community based organizations, handicapped children education boards and residential child care institutions). Responsible for the reconciliation of all program participation data and the financial expenditures drawn down by letter of credit through the Department of Administration (DOA). Responsible for the tracking, recovery, and reporting of all FNS program recipient agency overpayments. Responsible for the calculation and recovery of interest charges incurred on delinquent overpayments. Provides consultative and technical assistance to FNS staff and recipient agencies on program financial matters.

Knowledge, Skills, and Abilities

Knowledge of theories, principles and practices of accounting (GAAP) and auditing (GAAS); State of Wisconsin accounting system (WISMART) or similar accounting system; Wisconsin Uniform Financial Accounting Requirements (WUFAR) or similar complex chart of accounts; the design and use of software applications including, but not limited to, Word, Excel, Access and Internet Explorer; and data processing concepts. Skills in positive oral and written communication techniques. Ability to maintain effective working relationships with coworkers and customers; effectively and efficiently manage the timely completion of simultaneous tasks with firm deadlines; and work independently.
