On January 8, 2002, President
Bush signed the reauthorization of the Elementary and Secondary
Education Act (ESEA). This reauthorization contains major changes
to the old law and will require the department and districts
to modify current practices, particularly in the areas of assessment
and accountability. This is the first in a series of bulletins
from the department dealing with issues related to the ESEA reauthorization.

The reauthorization of the Elementary
and Secondary Education Act (ESEA), also known as the "No
Child Left Behind" Act, may have a significant impact on
paraprofessionals working in Title I programs across the state.
The Act calls for "highly qualified paraprofessionals,"
which means a paraprofessional who has not less than two years
of experience in a classroom and postsecondary education or demonstrated
competence in a field or academic subject for which there is
a significant shortage of qualified teachers. (Full Bulletin)

The reauthorization of the Elementary
and Secondary Education Act (ESEA), also known as the "No
Child Left Behind" Act, will have significant impact on
emergency licenses for teachers working in school programs across
the state.
The Act refers to 'highly qualified
teachers' in both Title I and Title II. For Title I, any teacher
hired after the enactment of the bill (Jan. 8, 2002) is to be
"highly qualified" upon hire, and all teachers teaching
"core academic subjects" are to be "highly qualified"
by the end of the 2005-06 school year (section 1119). Title II
funds may be used to ensure that all teachers meet these requirements
through professional development or through partnerships with

Schools -- Essential for Student Success

Safe and drug-free school environments
are essential elements for student success. So critical are they
that one of the six ESEA performance goals that states are required
to adopt is:
All students will be educated
in learning environments that are safe, drug free and conducive
to learning.
The reauthorized Elementary and
Secondary Education Act, also known as the "No Child Left
Behind" act, includes the Safe and Drug-Free Schools and
Communities program as Title IVPart A. The purpose of Part
A is to support programs that prevent violence in and around
schools, prevent the illegal use of alcohol, tobacco and drugs,
and are coordinated with other efforts in order to support student

Guidelines for Complying
with the Wisconsin Alternate Assessment Part 1

Federal and state special education
legislation requires that all students with disabilities participate
in state and district-wide assessments. Specifically, the 1997
reauthorization of the Individuals with Disabilities Education
Act (IDEA) states, "children with disabilities are included
in general State and district-wide assessment programs with accommodations,
where necessary." In addition, the reauthorized IDEA specifies
that alternate assessment is to be provided for the small number
of students with disabilities for whom the standardized assessment
is inappropriate even with accommodations. At present, the statewide
assessment system-the Wisconsin Student Assessment System (WSAS)-includes
the Wisconsin Reading Comprehension Test (WRCT) at third-grade,
the Wisconsin Knowledge and Concepts Examinations (WKCE) at fourth-,
eighth-, and 10th-grades, and the Wisconsin Alternative

The recently reauthorized federal
Elementary and Secondary Education Act (ESEA), also known as
the No Child Left Behind Act of 2001, requires additional data
collection and reporting by both state and local education agencies.
As a result, the DPI and local school districts will need to
modify their data systems to collect and maintain more accountability
data and report more data to the public. For Wisconsin, unlike
many other states with a history of a more centralized educational
system, these new federal mandates will require significant change

In January 2002, the Protection of
Pupil Rights Amendment (PPRA) was amended by the
Elementary and Secondary Education Act of 2001 (also
known as the No Child Left Behind Act). The
amendment added an additional category (religious
practices, affiliations, or beliefs of the student
or students parent) to the existing categories that
impact student surveys and made minor changes to the
existing seven categories. If a survey contains one
or more of the identified categories, schools and
contractors must protect student privacy and give
